What does the heat exchanger outlet valve do in a dishwasher?

The heat exchanger output valve distributes heat between the incoming cold water supply and the hot water needed for cleaning. A series of tubes or plates make up the bottom of the dishwasher tub. 

The dishwasher uses less energy when it is operating because the heat exchanger warms the cold water that is flowing in while the waste water is being drained.
